The United States Coast Guard (USCG) not only promotes maritime security and stewardship but also maritime safety. The agency has developed myriad programs, some of which have the objective of improving working conditions and protecting maritime workers from injury.
USCG Programs for Maritime Worker Safety
After a long series of maritime incidents in the 1800s, Congress finally started addressing marine safety issues. The USCG’s Introduction to Marine Safety and Environmental Protection manual explains that incidents on the water that caused an enormous loss of life were the catalyst for change and legal reform for maritime safety. Over the years, legislatures have developed numerous safety programs to address the unnecessary heavy loss of life in maritime accidents and to protect workers from injury.
Here are three USCG programs that aim to reduce hazards for workers:
- Marine Inspection (MI) – The MI program develops and enforces federal regulations and standards to improve vessel safety.
- Marine Licensing (ML) – Administered through the National Maritime Center, this program provides training and education and issues credentials to mariners.
- Port Safety and Security (PSS) – This program uses a plethora of enforcement tasks and post-security activities to control hazardous substances and refuse and to “ensure the safety and security of vessels, facilities, structures and persons on navigable waters of the U.S.”
Without the implementation of Coast Guard safety programs such as these, workers are at a much greater risk for injuries and fatality.
